RDS is refusing new connections. Application errors show

You share the read-only IAM role. We connect immediately to pg_stat_activity,
pg_locks, and pg_stat_statements to get a live picture
of the incident state.
We identify the primary cause of the incident: the blocking query, the saturated connection pool, the vacuum backlog, or the memory-consuming sort operation. We confirm the diagnosis with you before taking any action.
With your explicit approval at each step, we apply the minimum changes required to stabilise the instance: terminating blocking sessions, clearing lock queues, emergency vacuum runs, connection pool reconfiguration.
You receive a written incident summary covering: root cause, actions taken, timeline, and preventative measures to stop the same incident occurring again. All changes are documented for your audit trail.
